The BSA released a new version of the Eagle Rank application. All scouts applying for Eagle Rank should use the application that indicates “printed April 2017” on the bottom of page 2. The latest Eagle Rank application can be found at

NOTING: Encourage candidates to seek out the most current workbook on the BSA site. We have been receiving older or outdated proposals from older versions of the workbook.

Eagle Project Proposals that have been approved by the beneficiary, unit leader and unit committee and are ready to be reviewed by the District Advancement Committee should be emailed to

Eagle Application Process

Submit Eagle Rank Applications to West Wind District Advancement Chair Ron Quattrochi. Scouts can submit an application prior to (7:00 PM to 7:30 PM) the West Wind Roundtable held on the first Thursday of the month at the LDS Church, 70 Concord Road in Billerica, and during (7:15 PM to 7:45PM) the monthly Eagle Boards of Review held on the third Thursday of the month at the LDS Church, 70 Concord Road in Billerica, or by making arrangements with Ron Quattrochi for an alternate time to submit their application.

Before submitting their application the Eagle Candidate should send email to Ron Quattrochi ( to insure availability.

To submit their application, the Eagle Candidate must provide the following:

> Completed Eagle Application including signatures of scout, the unit leader and the committee chair;
> The Eagle Candidate’s statement of ambitions and life purpose (see page 2 of the Eagle Rank Application);
> Completed Eagle Scout Project Workbook including all signature pages;
> Scout’s Advancement Report from Internet Advancement;

Once the application has been submitted and accepted as complete, the Advancement Committee will verify the application with the Council, will solicit the references for the scout, and notify the troop and scout when a Board of Review can be schedule.
Training Committee

Woodbadge – Plan ahead – Three courses are currently open for registration
Wood Badge is for all leaders in the Boy Scouts of America. It has been developed for Cub Scout, Boy Scout, and Venturing leaders, as well as council and district leaders. The course content and leadership principles learned will provide a common foundation of leadership skills used throughout all program areas such as what is in the Scout, Venturing, PL & SPL handbooks, ILST, ILSC, NYLT Training.

April 13 & 14 and May 18 & 19 Solo Wilderness First Aid (West Wind District Crew 7) Trinity Lutheran Church, Chelmsford MA
This two-day course is being hosted by Venturing Crew 7 and is taught by a Solo Wilderness First Aid Instructor. Limited to 24 participants and open to all adult scouters and youth 14 and older. In the past this course has filled very fast! Cost $135. For more information and to register see:

Regarding a previously announced opportunity for Scouts to see the Manchester Monarchs on March 23rd, we have been sent the following updates and clarifications: This is for Scouts at all levels and the following price scale is in effect.
• $50.00-Scout includes, game ticket, patch, autograph session, locker room tour, sleepover, breakfast in the morning
• $20.00-Leader/chaperone/family member includes game ticket and sleepover
• $15.00-Scout/family/friend NOT staying the night, but includes their game ticket and the scout will still receive the patch for participating in the event.

General District Information

Thursday, April 4, 2019- West Wind District Boy Scout Roundtable
All Scout leaders are encouraged to attend the monthly meetings at 7:30 PM at The Church of Jesus Christ of Latter-Day Saints, 70 Concord Rd, Billerica MA.

SAVE THE DATE – District Dinner and Annual Meeting will be held Thursday, May 9, 2019.
Venue and other details TBD. Units are encouraged to nominate an adult leader for a Sparkplug Award. Please also send nominations for adult religious awards to John Cuddy.
